Tom Devine

Government Accountability Project is the leading whistleblower advocacy organization in the world. For over 40 years, it has served truth-tellers by protecting them from or seeking justice when they suffer reprisal, ensuring their disclosures make a difference, and strengthening legal protections worldwide. Since 1979, Tom Devine has been the Government Accountability Project’s legal director and is, according to the U.S. Department of State, the informal “Ambassador of Whistleblowing.” Tom has assisted over 7,000 whistleblowers has been on the front lines of the passage and oversight of 37 whistleblower laws, including nearly all U.S. federal laws and internationally, from Serbia to the United Nations to the 2019 EU Directive on Whistleblower Protection of October 2019. Tom appears regularly in major media, has authored numerous books and journal articles, and spoken in over a dozen countries. He is adjunct professor at the University of the District of Columbia David A. Clark School of Law, and is annually recognized by the Metropolitan Washington Lawyers Association as one of Washington DC’s top employment lawyers.
